Russell Targ is a physicist and an author. He has contributed to the early development of the laser and laser applications in the 60's and worked for 23 years on the Stanford Research Institute's investigation into psychic abilities. Since this research was financed by the CIA and the US military it used to be top secret but by now it is publically known as "remote viewing" and articles in various several scientific journals have been published on the topics.
Russell Targ has a B.S. in Physics from Queens College, and did graduate work in physics at Columbia University. Today does ESP research in Palo Alto, California and is also publishing books.

In the following lecture from April 2013 Russell presents several aspects of the research projects on Remote Viewing, which he worked on.

A podcast with Russell Targ from 2002 is available in the Resource section.
Dr. Hal Puthoff with whom Russell Targ worked together at the Stanford Research Institute, presents his experiences in a lecture from 2008 which is available in the Resource section. During the lecture military Remote Viewer Joe McMoneagle also gives a brief talk.
Military Remote Viewer Joe McMoneagle gave a podcast interview regarding his work as a Remote Viewer for the military, which is also a very interesting interview. This one hour long podcast is available in the Resource section.
Additionally a really interesting 30 minute long documentary on the PSI research at the Stanford Research Institute was produced which is available in the Resource section.
Additional information :
This lecture was conducted in April 2013 at the "Ex-TEDx" conference in Hollywood. This conference caused quite a bit of controversy since the TED organization withdrew the licence for this event on short notice because Russell's lecture topic was considered unscientific and would shed a bad light on other TED events. The lecture was conducted anyways but not within the framework of a TED event. More information on this whole controversy is available in a different article concerning a lecture conducted by Dr. Rupert Sheldrake.
